[Halld-physics] Monitoring Launch 2019-11 ver08 batch04

Dear Colleagues,

We just completed the fourth batch of the initial monitoring launch, 
giving you 64 more runs between 71863 and 71942 to inspect.

We will restart the monitoring campaign with the updated kalman filter 
code today.
