[Halld-physics] [EXTERNAL] Update to note on the production and decay of exotics.

there was a suggestion to include the production of normal mesons in addition to the exotic hybrids. This seemed like a very good idea, so since Tuesday, I have spent a fair bit of time updating the document. It now includes the following new material:

*) I have included information on the 0— and 3-+ exotic quantum number states. While these are not a part of the LQCD prediction, it makes sense to put them here so we don’t forget about them.

*) I have explicitly noted which normal mesons could be produced through each photo-production process, and then provided a new section at the end that summarizes how each normal meson could potentially be photo produced. Of particular interest is that it is, in principle, possible to photo produce all the normal mesons with orbital angular momentum of 0, 1 or 2.

*) In looking at production of normal mesons, there are some interesting observations for the $L=2$ vector mesons, particularly there are very few ways to produce the spin-3 rho, omega and phi states in comparison to the spin 1 and 2 states.
