[Halld-physics] Monitoring Launch 2019-11 ver12 complete

Dear Colleagues,

While we are already starting a new pass with updated code and 
calibrations, we completed the first full monitoring launch for the 
entire Spring 2020 data set. We used the halld_recon tag 
'offmon-2019_11-ver12', which includes the new reverse-Kalman pass in 
the track reconstruction. The first 5 and the last 5 files of all 663 
runs which satisfy the RCDB query "@is_dirc_production and status!=0" 
were included.
