[Halld-physics] Monitoring Launch 2019-11 ver14 batch01

Dear Colleagues,

We just completed the first batch of the next round of monitoring 
launches for the Spring 2020 data set. We used the software versions 
specified in the release 'version_4.21.2.xml'to produce the first 5 
files of the runs in the range 71350 - 71591. Please have a close look 
at all the monitoring plots, as we plan to start the REST production soon.

The REST files, random trigger skims and several trees are saved on cache:
/cache/halld/offline_monitoring/RunPeriod-2019-11/ver14/
