[Halld-physics] New polarization values

Hi,

I have included the spring and fall 2018 data in the polarization code. 
The 2018 polarization data is currently restricted to runs that used a 75 
micron converter. The remining 750 micron-converter data is being 
processed.

The new polarization code can be found at
https://userweb.jlab.org/~dugger/triPol/makePolValsV6.tar

As before, once you have un-tarred the file, go through the steps in the 
README file to generate the polarizations.
