[Halld-physics] New polarization values

Hi,

There are new polarization values. The polarization values for the fall
2018 runs were newly recooked and have changed. The previous values for
the fall 2018 data were seen by Mark Dalton to be inconsistent with the
glueX data for the photoproduction of the omega meson. After the recooking
of the TPOL data, the TPOL polarizations were no longer found to be
inconsistent. As of this time, I do not know what exactly may have gone
wrong in the TPOL cooking prior to this most recent version. The exact
nature of the change in TPOL values is under investigation.

As before, once you have un-tarred the file, go through the steps in the
README file to generate the polarizations.
