[Halld-physics] Reconstruction Launch 2023-01 ver04: complete

Dear Collaborators,

The first full reconstruction campaign of the data taken in Spring  2023 
is complete. A total of 526 runs were reconstructed at NERSC. The entire 
launch took less than 3 months and consumed only 33k node hours. Nearly 
100k REST files were produced, taking up more than 500TB of space on 
tape. Less than 1% of the jobs failed and could not be recovered. Many 
thanks to everyone involved in the calibration process and especially to 
Igal and the Jana2 team for optimizing the workflow.

The monitoring histograms and trees can be found in the same location 
with subfolders merged by run. The results can also be inspected on the 
monitoring webpage:
