[Halld-physics] Monitoring Launch 2023-01 ver16

Dear Colleagues,

We completed a monitoring launch for the 2023-01 GlueX-II data set. This 
monitoring launch is the final check before we start the REST production 
this coming week. We successfully reconstructed 5 files for 526 runs 
with the RCDB query "@is_dirc_production and @status_approved".

The usual monitoring plots can be found on the new PlotBrowser page:
https://halldweb.jlab.org/PlotGrader/browser_dev.html

The configuration file intended for the REST production is saved on the 
group disk. Please check the list of plugins:
/group/halld/data_monitoring/run_conditions/RunPeriod-2023-01/jana_recon_nersc_2023-01_ver04.config

All merged histogram files can be found on the work disk at:
/work/halld/data_monitoring/RunPeriod-2023-01/mon_ver16/rootfiles/

The REST files, random trigger skims and several root trees are saved on 
cache:
/cache/halld/offline_monitoring/RunPeriod-2023-01/ver16/REST/
