[Halld-pid] no meeting TOF/STC meeting this week, new time next time

Folks,

We are having a staff position interview here this Friday. I would 
therefore like to cancel Friday's meeting. We will meet again in two 
weeks, on November 13.

When we do meet again, I would like to change the meeting time from its 
current 3 pm to 2 pm. I've already discussed this with some of you and 
the new time seems better.
