[Halld-pid] PID meeting restructuring: meeting creep!

Folks,

As you know, up until now, we have been combining discussion of the 
forward TOF, the start counter, and the target in a bi-weekly PID 
meeting. After consulting with Werner and Rory, I would like to try to 
move to three separate meetings for these topics. Hopefully, each 
meeting will be shorter and each agenda can be targeted at an 
appropriately smaller group of participants. The meeting times can be 
decoupled as can the frequency of the meetings. I would like to retain a 
nominal frequency for each meeting.

This move is meant to make the meetings more efficient manpower-wise by 
not having all participants go through topics not of direct interest to 
everyone.

So here is the proposed schedule:

TOF: every two weeks, Fridays at 2 pm, starting November 12
Start Counter: every two weeks, Thursdays at 3 pm, starting November 18
Target: every month, time TBA

So please let me know what you think of this structure. On the other 
hand, unless I hear objections to giving it a try, we will start with 
tomorrow's TOF meeting in the old PID meeting slot. Remember we can 
always to back to the "PID meeting" routine if this does not work out.
