[Halld-pid] H10534 timing resolution

Hi All,
I got a red laser LED from Yi and a fast pulse generator from Fernando to
get a better faster light source to test the Hamamatsu PMT.
In the attached plot you can see that at a HV of 1750V and 600 photo 
electrons
I find a timing resolution of 53ps. At this point the signal from the 
PMT is about
3V at the peak. I have not measured the rise time but it is small.
This is all very nice and confirms that this pmt is good for timing 
measurements.
