[Halld-pid] verified splitter schematics

Folks,

I got a copy of the schematic from which the TOF splitters were built. 
No surprises here. I posted it on the wiki:

I also verified that the values called out in the table give 50 Ohm 
impedance at the input to the splitter, with the advertised value of 
split. Both outputs must be into 50 Ohm loads. If there are suspect 
splitters, the resistors should be checked against these values.
