[Halld-pid] thoughts on tof 10-stage vs 8-stage

Hi Paul et al.,

Just a couple of thoughts on the discussion regarding selection of 10 vs 
8-stage tubes for the tof before I forget. Assume the either tube is run 
at the same gain (i.e. equal lifetime expectancy). It seems like the 
tradeoff is the following: 10-stage has more headroom as aging sets in, 
but may not be optimized for timing at the lower gain. The latter can be 
ameliorated by a divider that fixes the cathode-first dynode voltage 
(via FETs), thereby keeping the headroom with little downside.
