[Halld-pid] drawings of SiPM location for the start counter

Folks,

Posted some recent views of the area in the detector for the SiPM 
read-out system. Find them linked from

The start counter scintillator are rendered in blue. The inner Rohacell 
liner is in blue. The outer liner is removed for these views.
