[Halld-pid] TDCs for TOF

Hi,

The TDC selection (the CAEN ones against the F1 ones) should be
addressed at some moment before ordering the F1 TDCs.

I have a simple estimate (please give me another one if you know
better):

CAEN 16 ch/module => 12 modules (perhaps 13) * $9k=117k. 
F1 32ch/module => 7 modules * 3k = 21k. 
A slot in a crate costs about 1k for various
infrastructure elements.  So, the CAEN solution is about $100k more expensive.

I approached Glenn with this issue.  As I had anticipated the
management is at the moment not sympathetic with such requests. At
minimum, one needs a paper justifying the request with a discussion of
physics implications.

Please let me know if there are plans to provide such a paper.
