[Halld-pid] Start Counter Readiness Review Conducted

Colleagues,

Yesterday we had a productive readiness review for start counter 
construction at FIU. Werner and Eric have overcome recent problems with 
work from outside vendors worked out details of construction fully. The 
committee approved start of construction. Bruce Lenzer led the review 
and will be issuing a report soon.
