[Halld-pid] Start Counter Progress Report

GlueX PIDers,

I have submitted a new document to the DocDB (GlueX-doc-2527-v1) in
which the recent work regarding the construction of the Start Counter
is discussed.  The initial timing results of the lot of 50 machined
scintillators, as well as some of our recent polishing results, are
