[Halld-pid] EPICS scalers for TOF

Folks,

Talked to Hovanes about scalers for the TOF via EPICS:

FADC scalers:

There was once a plan to put them in EPICS but that was de-scoped. They 
should be available via the trigger monitoring software, as Sascha S. 
told us.

Discriminator scalers:

EPICS read-out is on the list of things to do, but not with the highest 
priority. Sergey F. is interested in doing something in this area at 
some point.
