[Halld-pid] shift-takers' instructions, start counter, time-of-flight

Start Counter Experts and Time-of-Flight Experts,

I have put up a draft versions of shift-takers instructions for the 
start counter and time-of-flight at

and

respectively.

Right now some aspects are rather non-specific, but necessarily so. On 
the other hand some details may be known, just not by me. So please take 
a look.

I don't know who is allowed to edit. If you are a legal editor, you log
