The problem is not with the slow controls, but was tracked down to a corrupt DAQ trigger configuration.   A. Somov has made changes so that now they are working.   We discovered this problem by rebooting roctof3, and noticed that the scalers starting working again, but then stopped working when Sacha reconfigured the DAQ.
