The problem seems to be with the DMA readout of discriminator scalers in
the TOF crate by a scaler monitoring program. We don't read out DSC crates
within DAQ. Very likely, there is a problem with a DSC module (s) in this
crate. Discriminators for other sub-detectors look Ok - they are initialized
exactly in the same way. One has to check TDC hits in the TOF, I think
that they should be Ok (except may be for the bad module, if any).
