[Halld-pid] run plan for Spring: special runs/conditions

Time-of-Flighters and Start Counterers,

Alexandre Deur asked me today about any special runs we might need for 
the TOF and ST in the Spring. He is putting together a run plan; he 
needs to know what things people want and how much time they will take. 
Even if requirements can be met with conditions in runs already planned 
for other reasons (B=0 running for tracking example) he would like to 
know about.

Please think about about what might be necessary. I can collect items 
and transmit them to Alexandre.
