[Halld-pid] TOF calibration

Hi All,

I uploaded a GlueX document detailing the step by step timing 
calibration of the TOF.

the upshot is that with the latest calibration we have an average paddle 
resolution of 96ps.
this is basically the design value which is quoted to be 90 to 95 ps in 
TDR document.
So we are there!!!
