[Halld-pid] [Revised Logentry] Update on TOF status after power outage

After resetting TOF IOC, I was able to turn on TOF HV: first, to 1250 V, and then to the optimal values. All channels came up without any issue. Readout from the discriminator scalers is normal: in the 200-600 Hz range (see attached picture). The status of TOF fADC/TDC readout will be checked when DAQ will be running. I'm now on the way to the Hall to check signals from a few channels with a scope to see if I can improve signal reflections.
