[Halld-pid] [New Logentry] TOF FADC250 in slot 8 is half-broken

FADC250 in ROCTOF1 slot 8 seems to be broken.

In CSS TOF scaler display, all its counts are zero. The
corresponding discriminator scalers are ok.

In mode 8 readout, its data looks like this:

Note that it is only channels 0,1,2,5,8,14,15 which are stuck at some values, other
channels of this FADC250 are completely absent in the data stream. The
raw data are available here:

On a relevant note, attempts to run TOF cosmic DAQ recently resulted in a number
of hard crashes of ROCTOF1 (to the point of no response to network ping and
roc_reboot as the only option). I don't know if this is somehow related to what
this bad FADC250 is doing.
