[Halld-pid] [Revised Logentry] Updated TOF shield test plan

After talking with the FCAL folks, there is little concern with the Acrylic shielding as the FCAL calibrates using hits with shower centers outside of the inner 4 layers.   This makes an effective 44x44cm(17.3"x17.3") FCAL central hit exclusion region about the beam center.  Note the Acrylic layer sizes are 17x17cm and 25x25cm.

   * Run with no shielding for baseline data                   (0")
   * Run with 6 small layers followed by 6 large layers  (4"->2")
   * Run with 6 large layers                                            (2"->2")

other additional configurations:
   * Run with 3 small layers followed by 3 large layers   (2"->1")
   * Run with 3 small layers followed by 6 large layers   (3"->2")
   * Run with 3 large layers                                             (1"->1")
