[Halld-pid] [New Logentry] TOF FADC crate

TOF FADC crate has been restored; new firmware uploaded

Some features to keep an eye  on:
- blue LED is not blinking in fadc in slot 10 (the VME interface seems to be Ok though)
- one channel may have problems, fadc in slot 5, channel 7 (from 0)
