[Halld-pid] TOF NIM Paper

Hi all,

I resurrected the TOF NIM paper skeleton I created 3 year ago and put it 
into overleaf.
The goal is to have a full draft ready by the start of the next run 
period beginning of December.

The concept is to have a main file "MAINgluexTOF.tex" that will include 
each section
as an input file. This will help to keep us organized.
We use the "\bibliography{library}" approach where "bibrary.bib" 
contains the references
following its conventions.
