Review minutes from the last meeting

We went over the minutes from the meeting on August 22
<https://halldweb.jlab.org/wiki/index.php/GlueX_Start_Counter_Meeting,_August_22,_2019#Minutes>.
Rupesh is still on track for managing the dark current measurement
during the upcoming run. Beni suggested that we contact Alexandre Deur
and propose that we take the runs every two or three weeks, and once
before the run starts.

      Plot Labeling

Thomas demonstrated [the new plot labeling web page (use your JLab
credentials)] that greatly speeds up the process and looks very nice as
well. See the recording for the demo. Rupesh agreed to work with Thomas
to label more start counter occupancy plots for the upcoming run. Thomas
and David Lawrence plan to deploy the machine learning system to
classify the plots and notify shift takers if anomalies are discovered.

      GlueX NIM Paper

Mark has been volunteered to provide the start counter contribution. He
plans to draw heavily on the Start Counter NIM paper.
