[Halld-pid] TOF update

Hi All,

while running the TOF we found some channels that are not counting (ADC 
and DISC.)
These non counting channels are all related to cables not being 
connected to either
ADC or  Discriminator.

for completeness these are:
Disc: Slot 12 channel 1 to 4  (start counting from 1) Top 41 to Top 44

ADC: Slot 7 channels 7 and 8 (start counting from zero) South 28 and 29
