[Halld-pid] Start counter progress

Hi All,
If you are not yet subscribed to "halld-pid at jlab.org" please do so. I 
would like to
use this mailing list again for Start Counter business.

I did add some more information to the wiki page regarding the start counter
performance over the years:

as you can see there is a clear degradation of the response. I guess it 
is gain loss which we
may recover from by increasing the bias voltage. I received a spread 
sheet with the break
down voltages for each sensor from Fernando (see attached). Note that 
spread sheet includes
all SiPMs for PS and Tagger microscope as well.

We have to find out which SiPM sensors are used for which paddle to make 
sure we keep
track of the break down voltage to be the same for all paddles with 
respect to the quoted Vop.
