[Halld-pid] SiPM Vop and Start Counter module

Hi All,
this is for reference a screen shot on the left what the Settings in 
EPICS are for the operation
of the start counter bias voltages and on the right the spread sheet 
with the SiPM Id numbers
and the recommended operation Voltage. One can see the clear correlation 
between the two.

this is for reference.
