[Halld-pid] [New Logentry] Start counter geometry and translation table update in CCDB for PrimEx (2022) and GlueX-II (2023) periods

For the record: yesterday Simon and I updated the Start Counter geometry and translation table in CCDB to account for the cabling swap that occurred in Fall 2022 before the last PrimEx run.  The tables for runs 110000+ were updated with the correct cabling and the geometry was restored to its original orientation https://halldweb.jlab.org/cgi-bin/ccdb/versions?table=/Translation/DAQ2detector

This accounts for the mounting issue that Beni reported here https://logbooks.jlab.org/entry/4159024 with followup on the PID mailing list https://mailman.jlab.org/pipermail/halld-pid/2023-September/003729.html

Please report any issues you observe with the start counter in PrimEx (2022) or GlueX-II (2023) data.
