[Halld-tagger] Tagger resoluton note update

Dear tagger friends,

I've updated the GlueX-doc-1368, see Appendix. The main
changes/additions are:

- energy resolution for the fixed-array and microscope counters
   (Fig 14, 17),
- efficiency of detecting tagged electrons for uncollimated and
   collimated photons (Fig 15),
- vertical resolution of the microscope counters (Fig 18),
- Y spot size(s) of tagged electrons at the microscopes.

P.S. I still need to prepair a few plots ( for the Richard's final
report ) for the geometry when the microscope counters are positioned
at the focal plane; will do shortly
