[Halld-tagger] Quadrapole location

Hello Richard,

After looking at our latest interface drawing, it shows the center of 
the quad .s .839 meters downstream of the radiator, not 0.7M.  Using 
Richards Excel spreadsheet, it does have a small effect on the vertical 
focusing.Should we try to squeeze it upstream more or will it be fine 
where it is?
