[Halld-tagger] Pair Spectrometer magnet from BNL

Hello all,

Attached is an estimate for obtaining, modifying and install the 65 ton 
magnet from BNL. The total cost includes building a support for the 
magnet as well as procuring a vacuum chamber. Total estimate including 
manpower is $212K. We have $27K in budget for 2011, $62K for 2012, and 
$15K in 2103 ($104K total).

The magnet is scheduled to be installed in Dec 2012 currently. With the 
solenoid installation delayed until August of 2011 and the weight of the 
PS magnet, it may make sense to install the PS magnet before the 
solenoid. If it is decided to do this, we need to have the plans in 
place for bringing the magnet from BNL this summer and the actual move 
some time this fall. The modifications to the poles, the support 
structure as well as the vacuum chamber would have to be designed and 
built prior to installation.
