[Halld-tagger] List of changes

Alex,

Ok, sounds good.  Can add these changes to the wiki page, and also 
specify what the distance is between the two aperture axes on the 
primary collimator.  I want to make sure that is in the specification, 
before we end up with two holes 3 cm apart.  Can you link the drawings 
of the collimators to the wiki engineering page?
