[Halld-tagger] VC design and detector location

Hello Franz, Richard,

We had a meeting with Tim and Bill today regarding
finalizing design of the tagger magnet vacuum chamber
and the support structure of the fixed-array hodoscopes
and microscope counters.

It would make sense to make a short meeting on Friday or
in the beginning of the next week and briefly go through
technical details/specifications, in particular regarding
location of the detectors.

Bill is waiting for a feedback from us. Please let us know
whether you can make a short meeting on Friday afternoon or
next Monday.
