[Halld-tagger] goniometer update

Hi All,
I can't make it to the tagger meeting today. I just wanted to give a 
very brief update on the goniometer:

I requested a quote from Newport besed on the design specs we agreed in 
prevoius calls. This was just before Xmas, via their web site. Someone 
from Newport called me the same day to confirm the details, and said 
they'd get back in touch in January. I've still heard nothing though. I 
will call the this week to try and move things along.
