[Halld-tagger] Tagger fixed array: table and plots of counters

I have prepared a new sample table of counter positions giving roughly 
30 MeV resolution with only 8 different counter widths (from 3 to 40 
mm), and with gaps between the counter boundaries to eliminate 
coincidences.  You can find the table, with plots of the entire focal 
plane in this configuration, at

There is nothing final about this particular configuration. It is just a 
starting point for visualizing the situation and helping us decide how 
to remove sections of the fixed array to accommodate the Microscope.
In this calculation, the fixed array counters are at the nominal focal 
plane.  It will probably be easier to construct if we move them back a 
bit, say 10 or 20 cm -- this will not have appreciable effect on 
performance.
