[Halld-tagger] possible running conditions for TPE in Hall D

Colleagues,

Following discussions with Larry Weinstein at DNP last week, I have begun to collect some of the numbers that can facilitate the discussion.  I have set up a wiki page and linked it to the main Photon Beam page, and put down some of the preliminary numbers for your consideration.  I believe that it is possible to achieve what would be needed for this experiment at 12 GeV without exceeding the established dose limits that have already been established for GlueX.  One should do detailed beamline simulations to see if one could do better, but I believe that a baseline configuration shows that this is possible even within the limits set for GlueX.
