[Halld-tagger] New field map boundaries document

I attach a new one-page document and figure listing the desired minimum 
field map regions in Tim Whitlatch's field map coordinate system.  With 
one small exception, the boundaries are equivalent to those described in 
the previous documents Map_requirements.pdf and Raytracing_studies.pdf.
