[Halld-tagger] location of floor plan for tagger building

Hello Will and all,

The concept we had in mind here at UConn is to route the cables UNDER the tagger and then up overhead on the beam-left side of the hall.  The reason for this is to keep the cables from intersecting the path of the post-bremsstrahlung electrons.  Any extra material we put in the electron path will produce background in hall and degrade performance, maybe even decrease the lifetime of the electronics.

This is the opposite story for the fixed array cables -- there are about twice as many of those -- which start out above the beam height and want to stay that way all the way to the racks.
