[Halld-tagger] beamline calibration section for computing document

Hello Curtis and all,

We had a discussion at today's meeting of the calibration section of your
computing document related to the photon beamline.  I have drafted some
replacement text for the original text that was contained in the document,
and have placed it up for review and comment under NOTES on the agenda page
for today's Photon Beam WG biweekly meeting.

Please respond to the list to let us know if this meets the need, or if
further information is required.  Everyone in the working group is invited
to comment either by this list or (better still) by proposing specific
