[Halld-tagger] Tagger hall plans

Hi Alex,

That requires 45 coax cables, 1 twisted-pair cable and the splitter box. 
I don't believe we have that many spare coax cables but we can use the 
non-fire rated coax cables from the old FCAL for tests in the ESB. So, 
no problem.
