[Halld-tagger] clear coincidence peak visible in TAGM tdc spectrum

Dear colleagues,

Please see the logentry below for a new plot of the TDC spectra from the
TAGM. The trigger time that is saved in the TDC output record for each tdc
value is used as the reference time to form this relative time plot.
