[Halld-tagger] PS magnet mapping requirements

Hello Dan,
You're right. My thinking is to insert a wedge until we suppress the transverse component (when we are in the middle of the magnet). What counts will be the departure from that and this will insure that the alignement will be good when we map the fringe field.
