[Halld-tagger] New fixed-array counter positions

When I saw the counters installed in the tagger hall, I realized that 
the counter positions on the mounting plates were often quite different 
from the table of numbers on the Wiki that Franz finalized last year --  
Bill Crahn had to adjust many of them to avoid interferences with  the 
mounting hardware.

Starting with Bill's plate dimensions, I have calculated a revised 
counter table in focal plane coordinates, and used it together with the 
new raytracing results.  Results are posted on 
http://faculty.cua.edu/sober/HallD/mapping/ .
