[Halld-tagger] update on the tagger microscope light yields saga

I have prepared a wiki page where we are posting results from our tagger
microscope light yield studies.  For those who have seen earlier results by
email, we have added to the sample another two fibers that Ann Marie found
which have not been touched since coming off the spool.  Those are great
because they have the same length as the final light guides, and give an
idea of the original fiber performance for a comparative reference.  A
couple others in our original list Ann Marie found I had mis-classified,
which shifts the relative gain ranges around somewhat, but does not change
the bottom line.  From now on, all additions to this study will go here.
