[Halld-tagger] Accelerator-Hall D Interface Control Document signed

Dear collaborators,

The accelerator-Hall D interface control document that has been in draft 
form for many years has finally found its way into a signed 
specification D00000-00-00-S007 Rev -. The official copy is kept by 
Document Control at 
https://misportal.jlab.org/jlabDocs/document.seam?id=83106.

I have also posted copies on the portal as GlueX-doc-2794: 
http://argus.phys.uregina.ca/cgi-bin/private/DocDB/ShowDocument?docid=2794. 
Previous versions have been saved as an additional document in a .tar.gz 
file.
